Madison County General Assistance provides "support of the poor" that includes assistance with rent, utilities, and food. 

Madison, Boone and Dallas Counties decided in 1995 to create one administrative unit to manage their health services and costs called Tri-County Community Services. Tri-County was eventually dissolved and replaced with just a two county organization called County Community Services. This new organization serves Boone and Madison Counties only.

To receive services and funding from Madison County, an individual must:

Have a mental health illness, or mental retardation, or developmental disability.
 
File an application and attend an interview with a social worker.

There are also income and resource guidelines.
